Brief : The Ministry of Human Resource Development has announced a draft National Education
Policy 2019. The draft, expected to lead up to the Policy, comes after a long hiatus in the sector that has undergone unprecedented changes since the last policy (1986 – 92), especially since the introduction of the economic reforms of the 1990’s. The aim of the Seminar is to engage in a critical discussion on the draft with a particular focus on educational governance, higher education, and financing of education as envisioned in the draft. Through these conversations around NEP, the Seminar aims at making-sense of the larger context and framing of public policy in India.

Profiles of the Speakers
A very well-known educationist, Professor Anita Rampal, has worked with the Department of Education, University of Delhi, for around two decades until recently. Her areas of scholarship and practice include critical pedagogy, learning and cognition, science and mathematics education, and policy analysis for equity in education. She was a Fellow of the Nehru Memorial Museum and Library, and Nehru Professor Chair at the University of Baroda. Professor Rampal was one of the core experts that worked with the NCERT towards the development of the National Curriculum Framework 2005, and has similarly been a member of several national policy level committees in the areas of school, teacher and higher education. Dr Kiran Bhatty is Senior Fellow with the Centre for Policy Research. An economist by training, Dr Bhatty works on governance issues in elementary education. Prior to joining CPR, she was the National Coordinator at the National Commission for Protection of Child Rights for the Right to Education Act. She has worked as education specialist with the UNICEF and been a member of several well-known studies on education such as the PROBE, FOCUS and India Exclusion reports. She has worked closely with both the government and civil society initiatives on right to education, food and information, and has written extensively on public policy matters. Dr Protiva Kundu is with the Centre for Budget and Governance Accountability. She has studied economics at the Jawaharlal Nehru University and the University of Calcutta. Her area of interest is public policy with special focus on education and gender. At CBGA, she leads research on government financing of education. She has worked as an Economist at the Policy Group of Infrastructure Development Finance Company Ltd., and as a Consultant at the National Institute of Public Finance and Policy (NIPFP). Dr Gunjan Sharma is with the School of Education Studies. Her professional focus is on education policy-politics at school and teacher education levels. She has worked with various government and non-government organisations on matters of education policy and has served in various capacities on the national level teacher education policy reform process following the Justice Verma Commission Report 2012. She has a doctoral degree in the area of sociology of education from the University of Delhi.
